Protected Territories and Natural Resource Management System

The especially protected natural territories (EPNT) are a tradition and highly effective form of protection biodiversity and unique landscapes inRussiawith more then 100 years history. The first especially protected territory was organized in 1916 onBaikal Lakeas a zapovednik and it was named the government natural zapovednik Barghuzinskiy. Development and management of the especially protected territories are regulated by federal laws and other legislative acts and documents of Russian Government and the same juridical acts on the level of the Subject Russian Federation Governments. At the time more then 15000 especially protected natural territories different levels have been organized inRussia. The all territories occupied 203 millions ha or it is 11.3%Russia’s square. These protected areas were managed under different levels of government agencies, such as, Ministry Natural Resources and Ecology of Russian Federation at national level.

你對我們的鄰國俄羅斯了解有多少？在與我們一江之隔的黑龍江對岸，有遼闊的土地、豐富的資源。那里的野生動(dòng)植物與我們這里的野生動(dòng)植物一脈相承。當(dāng)我們試圖保護(hù)、管理我們的資源的同時(shí)，了解俄羅斯的資源管理系統(tǒng)和借鑒鄰國的有效經(jīng)驗(yàn)是非常必要的。安德洛夫先生不僅是一個(gè)區(qū)域的野生動(dòng)植物資源管理的官員，他還是有多年野外研究工作經(jīng)驗(yàn)的生態(tài)學(xué)家。
